The book opens in Argentina with the Tap Dance Man of Joker Inc. holding hostages, but the Joker stops him from killing his hostages so that he can show Batman Inc.’s Ghost-Maker and El Gaucho how he’s weaponized his “allies”.
So, the Joker has set up a failsafe where his Joker Inc. members can be remotely killed in a way that also kills anyone around them including their hostages with that patented Joker Gas.
Elsewhere, across the globe, Batman Inc. members are attacked by their paired Joker Inc. members.
Joker has Batman Inc. literally spread thin across the world dealing with the Joker Inc. hostage takings.
There’s murder by Joker Inc. members here and here too, at least not just by the Joker.
The Joker “frees” his hostages, but there would appear more that plot point than has been revealed so far.
The book ends in Australia with Batman Inc.’s Wingman and Dark Ranger vs. Joker Inc.’s Dark Avenger.
He is not fatally subdued.
As Batman Inc. now knows about how the Joker has weaponized Joker Inc., Ghost-Maker tells his allies that they need to kill their Joker Inc. counterparts for the greater good going back on their “no kill” policy that they agreed to with the OG Batman.
Wingman and Dark Ranger disagree over killing the Dark Avengers allowing the latter to awake and impale Wingman?!

Lots of action, drama and intrigue. A high stakes issue hat felt like a summer blockbuster film. Great art too. 8.5 out of 10.
